Register SoA Exam P thru’ the Discount Program
I’m going to explain the steps of registering the exam of SOA through the
Examination and Study Material Fee Discount Program
for the people who stay out of US, like me, and wanted to register with a discount.
First of all, download the file from http://www.soa.org/files/pdf/ExamDiscountProgramApplication12.20.pdf
Then, print it out and fill up the form.
Next, scan the filled form and attach the form in email and send to ktice@soa.org will do.
After they processed your form (allow 10 business days for processing), then they will reply you with the approval code. Besides, they will also email you the forms to register Exam P/FM/C.

The form will always updated according to the latest exam date/month.
Just as sample form that you can study.
So fill up the form of given link in their reply instead of mine.
After fill/scan/attach/send email, then wait for another 5~7 business days for processing again. Then they will come back to you with the order confirmation and your order number as below:
Thank you for your order. A receipt of your order is included in this email. Order Number: xxxxxxxxxx Order Details: Dear January 2012 Exam P Candidate,Your registration for the January 2012 Exam P has been processed. An acknowledgement/receipt is included for your reference. The candidate/eligibility number included on the automated acknowledgement will NOT be activated immediately.Once the number has been activated, SOA will e-mail you a Letter of Confirmation which will explain the scheduling process. Please wait for this Letter of Confirmation before attempting to schedule your appointment with Prometric. Once you receive your confirmation, you can go to www.prometric.com/soa to schedule your exam appointment. If your receipt is showing a balance due, a candidate number will not be released until the exam fee is paid in full.
NOTE: A $35 rescheduling fee must be paid directly to Prometric if the test is rescheduled between 30 days and 49 hours of the appointment.
REMINDER : Exam fees are not refundable and cannot be transferred to a later exam period.
